Mr. Brett Smalljoined the National Australia Bank in 2005 and was appointed as Head of Fraud Risk in 2006. Brett’s role is to create and deliver on the institutions fraud strategies in the areas of, card fraud, lending fraud, eFraud and cheque fraud.

Caroline has been with APCA for 4 years during which time she has been primarily responsible for managing members’ compliance with APCA’s standards. Her major focus has been on the security of the ATM and EFTPOS networks including security standards for PIN entry devices, PIN protection throughout the network and key management. She has also been responsible for the APCA Fraud Committee that provides a forum for members to come together to discuss important issues in payments fraud and identify suitable opportunities for industry collaboration.
Prior to joining APCA, Caroline spent many years consulting in information security in Europe, Asia and Australia, with a particular focus on PKI, key management and user authentication. She originally graduated in Pure Maths with Philosophy and recently completed a Masters of International Studies.

Prior to joining TOWER Australia in September 2009, Paul worked as a consultant specialising in risk, fraud and security with top tier firm Booz & Company (formerly Booz Allen Hamilton). Paul’s experience at Booz & Company included advising the Malaysian Government and private industry on all aspects of security, safety and risk for country’s principal economic development zone (Iskandar Malaysia); providing strategic planning support and due diligence for airports and sovereign wealth funds; and helping Australia’s banks and federal law enforcement understand emerging trends in external banking fraud. Paul also advised the Department of Human Services on identity crime for the Howard Government’s ‘Access Card’, and prior to joining Booz & Company led a review of identity fraud at Centrelink. Paul was the primary author of the chapter on “Intellectual Property and Proprietary Information Protection” for the Security Risk Management Body of Knowledge (SRMBOK). Russell Mills is the National Fraud and Investigations Manager for QBE Insurance, Australia’s largest international insurance group and one of the top 25 insurance groups in the world.
Russell has twenty years experience in the review, analysis and investigation of civil claims and criminal cases, and has provided an investigative function on thousands of claims in relation to suspect and fraudulent activity.
In his current role, Russell establishes and manages teams of Claims Management, IT Security, Internal Audit, and Senior Risk Management on a national level to investigate and respond to fraudulent claims.
Russell manages a panel of in excess of 1,000 investigators contracted to perform investigations management. He manages the overall regulation and control of the investigation processes, together with managing licensing and compliance issues, and implementing and delivering training.
Russell has presented at over 20 key international and national conventions, seminars and corporate events within Australia, California (USA), Telford (UK) and Pretoria (South Africa), and has been invited as a guest lecturer at fraud courses at the University of California (Riverside).

Stephen’s current research interests are in computer forensics and cybercrime, having published a number of papers on these topics. He has a Masters of Information Technology (Deakin), a Graduate Diploma Computing (Deakin) and a Bachelor of Arts – Political Science (Macquarie). He is currently a PhD candidate in Computer Science at Macquarie and his thesis topic is “Trans-national Organised Cybercrime”. This work draws on his background in both the security and computing fields. Stephen was formerly the founder and manager of the National Australia Bank’s Computer Emergency Response Team (nabCERT). In 2009 nabCERT won AusCERT's Annual Award for Organisational Excellence in Information Security. He held similar roles at IBM and Westpac Bank and worked in corporate security at Qantas as an investigator. Stephen prior to working in the IT industry spent 14 years in the NSW Police as a Detective and was instrumental in the establishment of their computer crime investigation team. He also served as a soldier in the Australian Regular Army. He is a currently a Certified Information System Security Professional (CISSP), a Certified Fraud Examiner (CFE) and an Information Systems Security Management Professional (ISSMP).

Leanne is the Senior Manager Financial Crimes for Abacus Australian Mutuals. Abacus Australian Mutuals is the industry association for credit unions, mutual building societies and friendly societies representing 140 member institutions with total assets of $70 billion and more than 6 million members.
Prior to joining Abacus (formerly Credit Union Industry Association) in 2003, Leanne held senior fraud management roles within major and regional banks within Australia. In addition, she has successfully enjoyed senior roles within mutual building societies and credit unions working in regulatory compliance, audit and fraud management roles.
Leanne’s fraud detection, prevention and investigation experience spans some 20 years including experience developing financial crime strategies for financial service providers including authoring training. She is also a former sworn Australian Federal Police officer. Abacus Financial Crimes team under her leadership work closely with AFP, Australian High Tech Crime Operations and local law enforcement on all aspects of combating and detecting technology enabled crime and raising awareness through various public and private sector partnerships.
Leanne’s expertise in financial crimes spans ecommerce, lending, payments and a vast range of financial services products and channels. She is the author and subject matter expert on the fraud training product suite for Abacus.
In 2007, Leanne was appointed as the project leader and manager for AML/CTF (Anti-Money Laundering/Counter Terrorist Financing) for Abacus, leading the transition of regulatory change and governance components for mutuals across Australia working with legal and public affairs teams, Abacus members and the regulator Austrac.
The work of Leanne and her team with mutuals to realise the synergy of combining defensive anti-financial crime strategies with the legislative and many complex operational fundamentals of the AML/CTF legislation has been an important cornerstone piece of work for the industry.
Leanne holds a Dip Finance, Grad Dip and Masters Business Administration (MBA) and is a qualified Certified Fraud Examiner (CFE). MANAGEMENT
Ensuring ongoing efficient and effective analysis of fraud and Account Control matters, through re-active and pro-active forecasting for the implementation of Corporate Risk & Strategy (CR&S) management policies and procedures in a timely manner in accordance with the relevant legislative requirements and identified risk exposures.
Reviewing and monitoring industry fraud trends, with specific attention to the operational areas of transactional services (debit/credit card facilities and cheques operations), and general loan portfolio analysis and ensuring identified fraud risk management strategies are appropriate to the organisation and its potential exposures.
Overseeing the effective utilisation of internal and external software applications and related technologies to provide value added solutions and recommendations, for risk containment or revenue enhancement, giving consideration to commercial and fraud risk management guidelines of the organisation.
Undertaking investigation, collation, assessment and internal and external reporting of all fraudulent activities to ensure they are conducted in a timely manner in accordance with industry standards and related guidelines.
Reporting all fraud related processes to ascertain the adequacy of internal controls against related exposures, providing practical value added solutions in accordance with the strategic context of the goals and objectives of CR&S to maintain agreed control measures.
Enquiring and report on internal fraud methods and compromises.
ADVICE/COMMUNICATION
Maintaining the organisation’s awareness of significant fraud risk profiles to ensure management and staff are suitably equipped to proactively address the growing complexity of such related risks across the organisation’s operations.
Providing professional liaison with external stakeholders such as other credit providers, mortgage insurers, enforcement agencies and any other related regulatory authorities as required.
